FAQ 555: ADP--Targeted QNEC allocation only to one participant

Problem: I ran an ADP/ACP test with a targeted QNEC but it only gave the QNEC to one person. Doesn't it look at 50% of the participants?

Solution: The law allows any participant to have up to 5% without having to cover half the census. Since this one QNEC amount of 4.69% to a non-CE makes the ADP pass, there is no need to give any additional QNEC to any other participants.
